Article: Response to Intervention model cannot delay full evaluation by schools

The federal Special Education office released a statement about the response to intervention (RTI) model being used in schools.   It states that RTI, in which children receive  screening and interventions for academic issues before testing, cannot delay the special education evaluation process.   RTI should not replace more detailed testing for children who may have special education needs.
